The public discussion of the bill Gelmini.

Emanuela De Luca

In these weeks of turmoil within the Italian universities continue to occur during debates and public criticism of the DDL Gelmini reform of the university. So in Bologna, where on June 28th, there was a public meeting on this topic organized by the Federation of Knowledge Workers CGIL Bologna in the Aula Magna of Statistics. The speakers were
Manuela Ghizzoni (parent Democratic Party of the Education and Culture Commission of the Chamber of Deputies), prof. Ivano Dionigi (Rector of the University of Bologna), Patrizio Bianchi (Regional Councillor for Education, Training, Universities, Jobs) and Sandra Soster (Secretary General FFLC CGIL Bologna). Soster began by providing an overview of the situation in the Italian university is located in the light of regulatory measures in the last two years. Reviewing the regulatory steps that preceded the most recent DDL Gelmini (particularly the DDL 112/2008 then became law 133/2008) and the latest financial maneuver, said that on the one hand, the public and the world of work are sensitive to the cuts on research and young people, pointing the finger at local authorities and the opposition forces who - in his view - had a strong reaction and determined only recently. With the design of university reform and the recent financial maneuver - Soster said - "the substance is stored as a category of spirit, all are equally affected, some more than others, ie teachers and postdocs in the contract, swept away as rags in the wind even if they were active in production of the successes in teaching, research, sound management of universities, and then the students and the quality of courses and services offered, the prospect dell’aumento delle tasse; sono i giovani e i meno giovani che non riusciranno ad entrare più e a garantire all’università il ricambio generazionale». To date the project has not yet arrived in the classroom, not - as claimed by the minister - for delays due to cumbersome regulations of the Senate, which in reality are nothing more than protection of democratic procedures. The bill, now a month has closed its process in the Senate Commission, is landed in the classroom because many things were assessed priority over this bill, among them the decree on wiretapping, which was inserted by procedure 'urgency in the classroom. "
allowing financial maneuver, drawing on university reform should land in court in mid-July. As for the position of the Democratic Party, Mr Ghizzoni has strongly advocated the opposition still not decided that his party has done in the Senate and the Committee will do when the DDL will come to the House, where he probably will share almost zero because the text is no longer licensed by the Gelmini. Mr
added: "This bill has the same array of measures on the school. This government proceeds to reshape society - democratic, out of the constitution - so regressive, reactionary, and it does involve work on the system of knowledge. "
Concerning the situation of researchers - which is defined as "pathological" - the Rector, reiterating the position of solidarity and support taken recently by the Senate, argued that we should first moralize the use of these resources, which places should be flexible relate to the planned recruitment and says that by the end of the year will be banned 22 other competitions.
Another critical point of the decree, according to Dionysius, the Rector, is the total lack of support for the right to education. However, compared to other universities that have already been scheduled for the next academic year, a substantial increase of tuition fees and a decrease in funding for the right to education, the chancellor informed the students of Bologna will not pay a euro more taxes and that nothing was taken away from them on benefits to the right to education.
The Regional Minister for Schools and Universities Patrizio Bianchi - acknowledging that the university reform of 2000 was a missed opportunity for transformation from within the university - he shared the dissent against what he called "reform Tremontini" .
As to the specific situation in Emilia Romagna, has proposed the reopening of the university-Region Conference - stressing the platform as university ranging from Rimini to Piacenza must optimize resources better and I mean 'ascertain the educational offer, verify existing skills, operation of research facilities, "and suggested to the rectors to propose direct agreements with the Ministry.
On the sidelines of the interventions of the guests, some in the audience added their comments, concerns and proposals. Among these, the prof. Leonardo Altieri (Professor of the Department of Sociology) has noted, over the extreme severity of the cuts and the problem of insecurity of researchers, the total lack of coherence between the principles of meritocracy and the quality of teaching established by the DDL and what should be putting into practice these principles.
Michele Filippini (Network of Precarious Researchers Bologna), opposite the importance and role of essential checks and contract professors, who are a "piece of production of the merits of this university," he asked the rector of a table negotiations through which we can discuss the most appropriate forms of contract and dignity for temporary workers.
heartfelt appeal of Professor Maria Giuseppina Muzzarelli (Professor of Medieval History), which, expressing its "generational embarrassment," he asked the rector and the political opposition to be clear, strong, united and fought on points on which you propose to rely, expressing strong doubts about the possibility of reconciling items between their contrasting which the qualification of many, the lack of public research funding, and urges all to a conscious rationalization of resources within the various universities in the region. In the same tone
the intervention of Prof. Paola Monari, Statistics, greatly concerned about the current situation, which urged her to support teachers as researchers (who are an asset) and not frustrated by taking charge of lessons that may be rejected in case of protest. At the conclusion of the meeting, the chancellor reiterated: "I prefer to challenge the government rather than remove" Mr Ghizzoni, repeating that the PD will express strong dissent in Parliament, asked the most vocal tones, even by the rectors and that there is convergent action against the protest of the investigators because "their anger is the only thing that Government fears.
